Reconstruction of VNO-NCW influence in introducing a new tax measure

Do the tax consultancy sector and the corporate sector directly influence Dutch tax policy? Motivated by this question, in 2015 SOMO started an investigation into lobbying by interest groups VNO-NCW [Confederation of Netherlands Industry and Employers] and the Dutch Association of Tax Advisers [NOB], as well as private firms such as PwC and Loyens & Loeff.

After publicly available information yielded too little, SOMO submitted a Freedom of Information request (Wob-procedure) to make documents public that were previously unavailable. On the basis of the additional information, this background article reconstructs which parties influenced the introduction of a new tax incentive for innovation in 2012. The measure initially encountered considerable resistance within the Ministry of Finance, but was later embraced and introduced.
