The Independent Consultation and Investigation Mechanism (ICIM) – which is also called the ‘MICI’ for its Spanish name ‘El Mecanismo Independiente de Consulta e Investigación’ – is the grievance mechanism for the IDB and its sister organisation, the Multilateral Investment Fund. The aim of the Consultation Phase is to address concerns through a ‘solution-seeking’, dialogue whereas the Compliance Review Phase is a formal investigation into whether the IDB has failed to comply with relevant operational policies.
