IDB’s Independent Consultation and Investigation Mechanism
The Inter-American Development Bank (IDB) is a multilateral development bank that provides loans, grants, guarantees and technical assistance to governments and the private sector in the 26 Latin American and Caribbean countries where the IDB supports projects.
The Independent Consultation and Investigation Mechanism (ICIM) – which is also called the ‘MICI’ for its Spanish name ‘El Mecanismo Independiente de Consulta e Investigación’ – is the grievance mechanism for the IDB and its sister organisation, the Multilateral Investment Fund. The aim of the Consultation Phase is to address concerns through a ‘solution-seeking’, dialogue whereas the Compliance Review Phase is a formal investigation into whether the IDB has failed to comply with relevant operational policies.
