Het neo-liberale denken heeft in het overheidsbeleid en de politiek een belangrijke rol gespeeld de laatste tien tot vijftien jaar. Dat gebeurde zowel in de landen van de Europese Unie (EU), als in ontwikkelingslanden die voorwaarden opgelegd kregen bij het verstrekken van leningen door de Wereldbank en het IMF. Een belangrijk gevolg was dat de overheidsbudgetten werden beperkt, ook voor publieke diensten, en dat publieke diensten werden geprivatiseerd b.v. telefoon, elektriciteit. In onderstaand rapport worden de gevolgen van deze privatisering en liberalisering onderzocht.
