Deze principes en richtlijnen zijn het resultaat van de conferentie \u2018Empowerment van werknemers door training \u2013 De aanvullende rol van vakbonden, NGO\u2019s en bedrijven\u2019, die op 25 en 26 november 2010 in Amsterdam werd georganiseerd door GoodElectronics, makeITfair, Bread for All, SOMO en het Fair Trade Center.<\/p>\n<p>Om iets te doen aan de voortdurende arbeidsrechtenschendingen in de wereldwijde elektronica-industrie, worden verschillende methodes gebruikt. Bedrijven proberen hun toeleveringsketen te verduurzamen, onder andere door monitoring- en auditsystemen op te zetten. Meestal gaat het echter om top-down benaderingen, die voortkomen uit traditionele businessmodellen die geen ruimte laten aan een multi-stakeholderdialoog of zinvolle betrokkenheid van werknemers. De vrijheid van vereniging wordt niet gerespecteerd. Collectieve onderhandelingen als middel om om te gaan met arbeidsvraagstukken zijn zeldzaam. GoodElectronics en makeITfair zijn van mening dat brede trainingsprogramma\u2019s voor werknemers belangrijk zijn om de onderhandelingspositie van werknemers te versterken.<\/p>\n<h3>Een aantal overwegingen:<\/h3>\n<p>Bonden zijn de eerste aangewezen organisaties om werknemers te informeren, te organiseren en te vertegenwoordigen. Maar andere maatschappelijke organisaties, zoals niet-gouvernementele organisaties (NGO\u2019s) die zich bezig houden met arbeidsvraagstukken, kunnen een belangrijke ondersteunende rol spelen in het versterken van de positie van werknemers. Om te garanderen dat arbeidsrechten geheel en volledig worden nageleefd zijn gezamenlijke inspanningen van maatschappelijke organisaties noodzakelijk. Training van werknemers is een thema waarop vakbonden en NGO\u2019s elkaar kunnen aanvullen.<\/p>\n<p>De verschillende partijen die zijn betrokken bij trainingsprogramma\u2019s voor werknemers moeten een stem hebben in onder andere de opzet, de uitvoering en de follow-up activiteiten van zulke programma\u2019s. Om de kwaliteit en de effectiviteit van trainingen te garanderen, moeten maatschappelijke organisaties op alle niveaus en in alle fases betrokken worden. De deelnemende partijen moeten een overeenkomst bereiken over gedetailleerde Terms of Reference (ToR) met betrekking tot participatie, partners, besluitvorming, verantwoordelijkheden, proces en tijdpad, opzet, implementatie, evaluatie, follow-up van trainingen, etc.<\/p>\n<p>Een expliciete doelstelling van om het even welk trainingsprogramma voor werknemers is de naleving van de arbeidsnormen van de ILO op fabrieksniveau. Met andere woorden, trainingsprogramma\u2019s voor werknemers moeten gebaseerd zijn op rechten en zich expliciet richten op het versterken van de rechts- en onderhandelingspositie van
